코스타리카, 디지털경제동반자협정 가입 발효

  • 중남미 전자상거래 및 디지털 비즈니스 등 우리 기업의 진출 기반 확대 기대 -

산업통상부(장관:김정관)는 코스타리카의 디지털경제동반자협정(Digital Economy Partnership Agreement, 이하 DEPA*) 가입이 발효됨에 따라, 코스타리카가 칠레, 뉴질랜드, 싱가포르, 우리나라에 이어 다섯 번째 회원국이 되었다고 밝혔다.

  • DEPA는 칠레, 뉴질랜드, 싱가포르 3개국 간 디지털 통상규범 정립 및 협력을 강화하기 위해 체결한 최초의 복수국 간 디지털 통상협정(’21.1월 발효)으로, 우리나라는 ’24년 5월 가입

DEPA는 새로운 국가의 참여가 가능한 개방형 협정이다. 우리나라가 3개 원회원국에 이어 첫 추가 가입국으로 합류한 데 이어 코스타리카가 두 번째 추가 가입국이 되면서 DEPA의 외연이 지속 확대되고 있다.

현재 페루의 가입 협상이 실질적으로 타결되었으며, 중국과 아랍에미리트(UAE) 등도 가입 협상을 진행하고 있다. 이에 따라 DEPA에 참여하는 국가의 범위는 앞으로 더욱 확대될 것으로 전망된다.

특히 코스타리카의 가입을 계기로 DEPA의 중남미 지역 내 디지털 협력 기반이 확대되면서, 우리 기업의 전자상거래 및 디지털 비즈니스 분야 진출 기회도 더욱 넓어질 것으로 기대된다.

박정성 통상교섭본부장은“DEPA는 급변하는 디지털 환경에 맞춰 규범을 지속적으로 고도화하고, 회원국 간 협력을 심화하는 한편, 회원국을 확대해 나가는‘살아 있는 협정’”이라며, “코스타리카의 가입은 DEPA의 외연을 넓히고 변화하는 디지털 환경에 대응 역량을 강화한다는 점에서 의미가 크다.”라고 밝혔다. 이어 박 본부장은“DEPA 회원국들과 디지털 혁신의 잠재력을 최대한 이끌어낼 수 있도록 지속 협력해 나가겠다”고 덧붙였다.

정부는 앞으로도 DEPA 회원국들과 디지털 통상규범 및 협력에 관련 논의를 지속해 나갈 예정이다.

Joint Press Release on the successful accession of Costa Rica

to the Digital Economy Partnership Agreement

  1. Chile, New Zealand, Singapore and the Republic of Korea, Parties to the Digital Economy Partnership Agreement(DEPA), are pleased to welcome Costa Rica as the DEPA’s fifth Party, and the second member to accede to the agreement. Parties met on the sidelines of the Future of Investment and Trade Partnership meeting in Auckland, New Zealand for the presentation of Costa Rica’s Instrument of Accession.

Finalisation of Costa Rica’s Accession Process

  1. Costa Rica’s successful accession represents a meaningful milestone, demonstrating the growing global interest in high-quality digital trade rules and cooperation. It follows the announcement of the substantive conclusion of discussions on Costa Rica’s accession in January 2025 and the subsequent completion of all legal procedures, in line with the DEPA accession process.

  2. The DEPA commits Parties to ambitious disciplines on digital trade to advance the growth of an inclusive, innovative, and rules-based digital economy. It also provides a platform for collaboration on projects of mutual interest. The accession of Costa Rica is testament to the Agreement’s open and inclusive nature. The expansion of DEPA to include Costa Rica, an economy which meets all of the Agreement’s high standards, will strengthen the Agreement and provide Parties with greater opportunities to collaborate on digital economy initiatives.

  2. New Zealand Minister for Trade and Investment Hon Todd McClay said, “The Digital Economy Partnership Agreement is groundbreaking in its scope and world leading in the ambition of its digital trade rules. That it is able to attract economies like the Republic of Korea and now Costa Rica, who meet its high standards and commit to upholding them, is testament to DEPA’s value as a pathfinder.   3. Singapore’s Minister for Sustainability and the Environment and Minister-in charge of Trade Relations Ms. Grace Fu said, “Singapore warmly welcomes Costa Rica as the fifth Party to the DEPA. This continues our momentum to keep the DEPA as an open and inclusive Agreement to all economies that are able to meet its high standards. I look forward to deepening Singapore’s collaborations on the digital economy with Costa Rica.”

The Republic of Korea’s Minister for Trade Jung Sung Park said, “The DEPA is a ‘living document’ that continues to enhance its rules, deepen cooperation among its members, and grow to include more economies in response to the rapidly changing digital environment. In this sense, Costa Rica’s accession is significant as it expands participation in the DEPA and strengthens its capacity to respond meaningfully to these changes. Korea will continue to work with Costa Rica and other DEPA Parties to harness the full potential of innovation in the evolving digital economy.”

Costa Rica’s Minister for Foreign Trade Indiana Trejos said, “For Costa Rica, becoming the fifth Party to the DEPA marks an important milestone and reaffirms our commitment to advancing an open, innovative, and inclusive digital economy. Background

  1. Chile, New Zealand and Singapore signed the DEPA in June 2020, with the Republic of Korea acceding to the DEPA in May 2024 as the first new member. Costa Rica formally requested accession on 23 December 2022, and an Accession Working Group(AWG) to assess this request was established on 6 October 2023, with New Zealand as Chair.

  1. 칠레, 뉴질랜드 및 싱가포르는 2020년 6월 DEPA에 서명했으며, 대한민국은 2024년 5월 최초의 신규 가입국으로 DEPA에 가입했습니다. 코스타리카는 2022년 12월 23일 공식적으로 DEPA 가입을 신청했으며, 가입 신청을 검토하기 위한 가입작업반이 뉴질랜드를 의장국으로 하여 2023년 10월 6일에 설치됐습니다.
